Mrs. Markham is a Certified Public Accountant in Florida, whose most recent employment was with the City of Jacksonville, where she served 28 years. From Assistant Council Auditor to Inspector General, Pam has served the citizens of Jacksonville in multiple roles. In 2003, she was invited to join Mayor Peyton’s staff and begin an internal audit function for the Executive Branch. Organized the Mayor’s Office of Performance Auditing and Management Accountability (MOPAMA). Later, she was requested by Chief Administrative Officer to serve as Deputy Chief Administrative Officer. Five years later, she was appointed by Mayor Peyton via Executive Order to the position of Inspector General and MOPAMA eventually became the Office of Inspector General.

In December 2009, the Office of Inspector General was further codified by the City Council and in January 2010, her appointment as Inspector General was confirmed by City Council.

She is a Past Secretary and Board Member of the Association of Local Government Auditors – an international association of local government professionals whose primary duties involve financial or performance (operational) auditing. She is also a member of the Association of Inspectors General, Florida Government Finance Officers’ Association, Institute of Internal Auditors, and Florida Audit Forum.

Prior to her service with the City of Jacksonville, she performed accounts payable and payroll functions for Stokes & Company in Jacksonville, Florida. In addition, she served in the United States Navy performing duties related to inventory in Roosevelt Roads, Puerto Rico, and Cecil Field Air Base, Jacksonville.

She and her husband of 45 years, Garry, have two married children and four grandchildren. Two of those grandchildren attend The Covenant School of Jacksonville, where Pam serves as Treasurer on the Board of Directors.

They are active in their church, and have served as Sunday School teachers in young adult classes and elementary grades.
